The state Building Code Commission has published regulations mandating that new public buildings in Rhode Island be built to meet national “green” standards for energy efficiency and conservation.
The regulations, which will put into effect a state law passed last year by the General Assembly, solidify policies that Governor Carcieri introduced with an executive order several years ago.
Building Code Commissioner John Leyden, who distributed the regulations recently, announced that the public has until Aug. 12 to comment. The rules can be found at: www.ribcc.ri.gov/gba.
The new regulations apply to the process of altering, repairing or improving more than 40 percent of any public structure of more than 10,000 square feet, or any new construction of public buildings larger than 5,000 square feet that have not entered in the design phase before Jan. 1, 2010.
The regulations require that the buildings meet the U.S. Green Building Council’s “LEED certified standard” or its equivalent.
The new regulations come out as a number of classes and meetings are scheduled for this summer on green building standards and energy-conservation measures.
